2023-24 Oversight Testimony: Department of Licensing and Consumer Protection
Children’s Law Center Policy Attorney Makenna Osborn testified before the DC Council’s Committee on Public Works and Operations about the Department of Licensing and Consumer Protection. She spoke about how — when negligent landlords refuse to fix housing conditions that harm a child’s health — we use the law to advocate for repairs. However, finding who is ultimately responsible for the repairs and holding them accountable for making a profit at the expense of tenants’ well-being can be difficult when the property is owned by an anonymous corporation.
Makenna called on the agency to ensure effective corporate transparency in order to empower DC tenants with information about their landlord and enable the DC government to identify the worst landlords in the District and hold them accountable.
