FY19 Budget Testimony: OSSE
Attorney Renee Murphy focuses her testimony first on the implementation of the ESESA, including its start date. She highlights the need for additional funding for the Special Education Enhancement Fund to increase the capacity of schools to meet the needs of
children with disabilities and to restore cuts in the Mayor’s proposals. She also discusses concerns about OSSE Division of Transportation budget that call into question whether special education transportation can continue to improve. Lastly, she asks the full DC Council to robustly fund supports to meet the needs of children who are being excluded from school or who are disconnected from school, such as Restorative Justice, Community Schools, and funding the Student Fair Access to School Act.
