FY23 Budget Testimony: Department of Health Care Finance

Children’s Law Center Policy Director Sharra E. Greer submitted testimony to the DC Council’s Committee on Health regarding the proposed FY23 budget for DHCF. In particular, Sharra urged the Committee to focus on four critical areas of the budget:

1. Ensure that DC’s significant investments in maternal health are preserved;
2. Preserve the elimination of burdensome enrollment and recertification requirements for the Alliance Healthcare Program;
3. Properly fund behavioral health professionals and services in DC through Medicaid, including adequately funding HealthySteps;
4. Bring behavioral health provider rates to 2022 costs and accelerate payment rate updates with funding to support greater inflationary cost offsets.
