Stephanie P. Hales
Stephanie Hales is a partner in the Life Sciences and Healthcare Regulatory group at Cooley LLP in Washington, DC. Stephanie helps clients navigate complex healthcare legislative and regulatory developments, providing sharp analysis and strategic advocacy to stakeholders across the life sciences industry in connection with proposed and final policies, new product launches, market access issues, regulatory litigation and transactional matters. Stephanie also has served as adjunct faculty for a medical ethics and health policy course at the University of Pennsylvania. She received her undergraduate degree from Washington University in St. Louis, and she received her law degree and a master of biomedical ethics from the University of Pennsylvania. During law school, she was an executive editor on the University of Pennsylvania Law Review and participated in the Custody & Support Assistance Clinic at Philadelphia Legal Assistance. After graduating from law school, Stephanie clerked for Judge Diane P. Wood of the US Court of Appeals for the Seventh Circuit. Stephanie served on Children’s Law Center’s Advisory Board from 2015–2024 and joined the Board of Directors in 2019. Stephanie also serves on the boards of directors for Pathways to Housing DC, Whitman-Walker Health, and Volare. Stephanie lives in the District with her husband, Tom, and their two cats, Matilda and Ramona.
