2025-26 Oversight Testimony: Department of Energy & Environment

Policy Attorney Patrick Cothern and Staff Attorney Saisha Nanduri testified before the Committee on Transportation and the Environment, at the performance oversight hearing for the Department of Energy and Environment (DOEE).

Our testimonies addresses three areas where DOEE’s performance needs improvement: (1) establishing clear, accountable practice standards for lead-related matters and coordinating effectively with DC Health; (2) strengthening mold inspection practices beyond visual assessments to include scientifically reliable testing; and (3) improving collaboration and public communication between DOEE and the Department of Buildings (DOB) to build efficiency and public awareness. Additionally, we also cover attorney and client experiences in trying to work with DOEE to provide relief to a family living with lead hazards in the home, exposing undeveloped agency standards.
