2025-26 Oversight Testimony: Department of Health Care Finance
Children’s Law Center Behavioral Health Policy Analyst Chris Gamble testified before the DC Council’s Committee on Health at the performance oversight hearing for the Department of Health Care Finance. Our testimony addresses the benefits of carving-in behavioral health services into managed care, the need to enhance behavioral health performance standards for managed care organizations, and progress on establishing Certified Community Behavioral Health Clinics. We also discuss recent successes and continued opportunities in maternal health and ensuring that the 115 Waiver can be used to support health outcomes through promoting housing stability.
