Comment: New Chapter 15 (Youth Bullying Prevention) of the DC Municipal Regulations 2014

Children’s Law Center commented on the new Chapter 15 (Youth Bullying Prevention) of Title 4 (Human Rights and Relations) of the DC Municipal Regulations (DCMR).

The proposed Youth Bullying Prevention regulations conflict with existing regulations regarding appeals for instances of bullying in District of Columbia Public Schools. Children’s Law Center commented that the proposed regulations should be amended to supersede existing appeal procedures in the DC Municipal Regulations. We also recommended replacing “electronic communications” with “cyberbullying,” which encompasses all bullying done through electronic means, and amending the reporting requirements of educational institutions to include tracking incidents including a member of a protected class.
