Comment: Youth Bullying Prevention Rulemaking

Policy Director Sharra Greer, on behalf of Children’s Law Center, submitted comments to DC’s Office of Human Rights on re-issued proposed regulations regarding Youth Bullying Prevention in the District. The proposed regulations stem from the Youth Bullying Prevention Act of 2012, which promotes a multi-tiered, public health response to bullying, accounting for the mental health needs of both the student being bullied and the student who is bullying.

In her comments, she highlights conflicts between the proposed regulations and existing regulations regarding appeals for instances of bullying found within the District of Columbia Public Schools’ Student Grievance Procedures. Additionally, she addresses issues found in the proposed regulations regarding cyberbullying.
