FY26 Budget Testimony: Department of Licensing and Consumer Protection

Policy Attorney Makenna Osborn testified before the Committee on Public Works and Operations at the FY26 Budget Oversight Hearing for the Department of Licensing and Consumer Protection (DLCP).

Our testimony acknowledges the Committee’s recent actions to improve DCLP’s compliance with the District’s corporate transparency requirements. However, we highlight the importance of protecting the new full-time equivalent positions (FTEs) this Committee funded in the FY24 and FY25 budgets and ensuring that DLCP has the resources it needs to complete the modernization of its corporate registration system in FY26. By maintaining complete and accurate corporate records this will empower strategic enforcement to hold unscrupulous landlords accountable.
