Testimony: Housing Investment Protection Act of 2026 (B26-0758)

September 24, 2026

Senior Policy Attorney Makenna Osborn testified before the Committee on Housing regarding the Housing Investment Protection Act of 2026 (B26-0758).

While the Act proposes changes to many different areas of the District’s housing ecosystem, our testimony focuses on the provisions most directly related to the experience of Children’s Law Center’s clients. Children’s Law Center:

  1. Supports the provisions of the Act that would strengthen tenant protections by clarifying or correcting technical issues in current law;
  2. Opposes the provisions of the Act that would permit unreliable electronic service and impose disproportionate consequences for disputes over access to a unit; and
  3. Urges the Council to maintain the District’s commitment to increasing affordable housing opportunities for families with extremely low incomes.
