Testimony: Housing Production Omnibus Amendment Act of 2026
Senior Policy Attorney Makenna Osborn testified before the Committee on Housing for the public hearing on the revised Housing Production Omnibus Amendment Act of 2026 (B26-0597).
Children’s Law Center continues to support the Housing Production Omnibus Amendment Act. Our testimony will focus on changes made by the Committee after the first hearing. First, we highlight new additions and clarifications that Children’s Law Center believes strengthen the bill and should be kept in the final version. Second, we emphasize why further action outside of this legislation will be necessary to effectuate the Committee’s goal of ensuring all applicants for HPTF funding have “clean hands.” Lastly, we discuss one new section that Children’s Law Center believes needs amending to adequately protect tenants if their landlord shifts project-based subsidies from one property to another.
