FY17 Budget Testimony: Office of the State Superintendent of Education

April 18, 2016

Senior Policy Attorney Renee Murphy testified before the DC Council’s Committee on Education regarding the Mayor’s proposed FY17 budget for the District’s Office of the State Superintendent of Education (OSSE). Her testimony focused on OSSE’s supports for children with disabilities: the Strong Start/DC Early Intervention Program (DCEIP), special education, and special education transportation.

While Renee expressed appreciation for the continued investment in special education overall, she noted her concern regarding the budgets lack of funding for the expansion of eligibility for services to infants and toddlers with developmental delays as required by the Enhanced Special Education Services Act of 2014. Her testimony highlighted the hundreds, if not thousands, of children that will be left behind if the Council fails to fund this expansion.
