Testimony:  The Report of the Lead Service Line Planning Task Force on Achieving Full Lead Water Service Line Replacements in the District by 2030, and the Council Contractor’s Assessment of DC Water’s Lead Service Line Replacement Plan

September 27, 2022

Children’s Law Center Policy Attorney Christina M. Simpson testified before the DC Council’s Committee on Transportation and the Environment regarding the Lead Service Line Planning Task Force’s report on achieving full lead water replacements in DC by 2030. As Christina noted, we strongly support eradicating lead hazards from DC homes as soon as possible in order to better protect DC kids from these health-harming hazards; we support many of the recommendations in the Contractor’s Report; and we recommend further steps to strengthen the District’s plan for full lead water service line replacement. These recommendations include adding the DC Department of Health and OSSE to the Lead Service Line Planning Task Force; these two agencies have knowledge of children’s issues that could help DC measure the lasting effects of lead services lines on kids’ health and communities long-term.
