Testimony: 988 Lifeline Support and Sustainability Establishment Amendment Act

Children’s Law Center Behavioral Health Policy Analyst Chris Gamble testified before the DC Council’s Committee on Health in support of the 988 Lifeline Support and Sustainability Establishment Amendment Act of 2025. The proposed legislation establishes a modest fee that will give the District a predictable supplemental funding source to expand and improve our crisis response system. We support this sensible method of funding a system that is in the early stages of becoming a cohesive and well-known source.

Although tens of thousands of DC children have behavioral health needs, only a fraction of them actually receive timely supports and services. At Children’s Law Center, we know that many of the children we work with – including children in the foster care system or receiving special education services – only need our help because their needs have gone unaddressed.
