Testimony: Prior Authorization Reform Amendment Act of 2023

Children’s Law Center Program Lead Amber Rieke testified before the DC Council’s Committee on Health to share our support for the Prior Authorization Reform Amendment Act of 2023, which we believe will believe will break down barriers to care for residents and ease burdens on our stressed healthcare provider network. Amber also shared our recommendations to improve the equity impact of this, including upholding parity between behavioral health and other health services.

Although tens of thousands of DC children have behavioral health needs, only a fraction of them actually receive timely supports and services. At Children’s Law Center, we know that many of the children we work with – including children in the foster care system or receiving special education services – only need our help because their needs have gone unaddressed.
