Testimony: Roundtable on Youth-Centered Alternatives to Teen Takeovers

April 30, 2026

Behavioral Health Policy Analyst Chris Gamble testified before the DC Council’s Committee on Youth Affairs at their public roundtable about youth-centered alternatives to teen takeovers. Our testimony highlights three key programs that if not supported with sufficient funding will jeopardize the well-being and stability of young people in the District: Child and Adolescent Psychiatric Service (ChAMPS), school-based behavioral health, and Safe Shores.

Learn about Our Behavioral Health Work

Although tens of thousands of DC children have behavioral health needs, only a fraction of them actually receive timely supports and services. At Children’s Law Center, we know that many of the children we work with – including children in the foster care system or receiving special education services – only need our help because their needs have gone unaddressed.
